Add the documentation site for docs.pushform.io - #76

Build a Starlight site in docs/ with a home page and four getting-started guides. The in-app help guides in docs/help stay separate: AI Chat keeps searching them and the site does not build from them. A docs workflow runs only when the site changes (docs/ outside docs/help). Pull requests build it; main deploys it to the pushform-docs Pages project and checks that docs.pushform.io serves the new build. The static deploy check now also recognizes Astro's hashed assets. Root vitest stays on vite 7 now that Astro brings vite 8 into the workspace. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
