Replace the removed `load-translations` interface with a new `format` function that supports positional argument substitution. Expose the server's global locale via `get-server-locale` and rename player locale retrieval to `get-player-locale`. Update internal Rust code to use the new formatting function and make locale conversion function publicly accessible.
Also fix indentation in i18n.wit.
