Sentry: Add priority to alerts #1063

Currently, error notifications and alerts in Sentry do not include the priority or severity of issues. This lack of information makes it difficult for teams to triage and address errors effectively.

- Include priority/severity levels in all error notifications and alerts in Sentry.
- Ensure that the information is easily visible and accessible for quick triage.

Updated the Sentry alert rules for this, no code change needed. Discord alerts now show the
leveltag, so you can tell errors from warnings at a glance, and high-priority issues now go to Discord too instead of only email. With #1090, client errors (4xx) log as warnings and only server errors (5xx) as errors, so the level lines up with severity.
