This PR create a Rust version of
asap-planner, calledasap-planner-rs. The code is purely additive.asap-planner-rs/tests/comparison/master_test_runner.pyruns the Python and Rust version of asap-planner for different inputs and compares. This PR has 71 test cases and all of them pass (I ran them locally).
