Add hosted-only GitLeaks and Trivy scanning for public repositories, which cannot consume the organization's private reusable workflows. This is newly authored public code using public upstream releases; no private Core source or repository access is published.

Both jobs use GitHub-hosted Ubuntu 24.04, read-only source permissions, immutable checkout and utility revisions, checksum-verified scanner archives, and no secret inputs. PR scanner-policy edits fail closed. Only finding counts reach logs; temporary reports are removed. Trivy covers HIGH/CRITICAL vulnerabilities, secrets and misconfiguration with unfixed vulnerabilities excluded.

Validation: actionlint passed; six focused privacy, malformed-report and policy-boundary tests passed; local GitLeaks 8.30.1 current-content scan passed. Actual hosted engines still require this PR's CI. No deployments, paid features, repository visibility changes or new required status checks.

Summary by CodeRabbit

  • New Features
    • Automated security scans now run on pull requests and pushes to key branches, weekly, and on demand.
    • Scans check for exposed secrets, high- and critical-severity vulnerabilities, and configuration issues. Findings or unsuccessful scans cause the check to fail; summaries show counts without source details.
  • Documentation
    • Added guidance on scan coverage, reporting, and how scanner policy changes are handled.

📝 Walkthrough

The pull request adds a reusable security workflow that runs Gitleaks and Trivy. It adds report validation and finding summaries, checks scanner-policy files against a base commit, and adds workflow triggers and focused tests.

Changes: Public Security Scanning

Layer / File(s) Summary
Report validation and summaries
scripts/security/summarize.py, scripts/security/test_summarize.py
The summarizer validates Gitleaks and Trivy reports, counts findings, and returns distinct exit codes for findings, empty reports, and invalid input. Tests cover report contents, validation, and CLI results.
Scanner-policy checks
scripts/security/check-policy.sh, scripts/security/test_policy.py
The policy check validates a 40-character commit ID, confirms it resolves to a commit, and rejects scanner-policy changes between that commit and HEAD. Tests cover each return-code case.
Workflow execution and documentation
.github/workflows/ci-security.yml, .github/workflows/reusable-public-security.yml, SCANNER-HELPERS.md
The CI workflow defines pull-request, push, scheduled, and manual triggers. The reusable workflow runs checksum-verified Gitleaks and Trivy scans, summarizes successful scan reports, and removes temporary reports. The documentation describes scan scope and workflow constraints.
