Streamline CI/CD by removing 21 unnecessary workflows:

Removed:

• Release workflows (pub-release, pub-prerelease, pub-docker-img)

• Advanced CI workflows (canary-gate, rollback, reproducible-build)

• Testing workflows (benchmarks, e2e, fuzz)

• Deployment workflows (docs-deploy, pages-deploy, deploy-web)

• Audit workflows (change-audit, supply-chain-provenance)

• Complex workflows (feature-matrix, nightly-all-features, workflow-sanity)

Kept essential workflows:

• CI: ci-run.yml, ci-build-fast.yml

• Security: sec-audit.yml, sec-codeql.yml

• PR Management: pr-labeler, pr-auto-response, pr-check-stale,

  pr-check-status, pr-intake-checks, pr-label-policy-check
