Captain now waits for Next after seating selection, validates required table numbers, and keeps unassigned orders visible. Optional staff room orders accept typed room numbers and guest-approved additional charges. Optional shift recording is restricted to the local till connection.
This promotion contains the Captain changes from #1411 rebased onto main, without the other queued develop changes. Room settings and charge fields use existing settings/branch/sales synchronization. Shift records remain authoritative on the recording till, with explicit local-only classification and no claim of cross-till attendance consolidation. Both features default off.
Validation: the develop PR passed all required GitHub checks (API unit suite, real database API, desktop, packaging, docs and secret scan). On this main-based branch, 129 focused attendance/room/payment/table tests passed; local fast checks passed except formatting, which has been corrected. Physical mobile outage testing and the matching desktop installer rollout remain pending.
