Ports #1385 to develop without conflicts. Includes the same three cloud connection choices, existing-shop/fresh setup, verified recovery and selective uninstall options. All 18 focused setup/authentication/Windows recovery tests and attribution passed on develop. Shared data and sync behavior are unchanged from #1385.
