test: isolate compatibility debt checks

Summary

• isolate DTA legacy bridge assertions in a named compatibility test
• move ordinary DTA/electrochem tests toward canonical unit-explicit fields and direct app-owned package behavior
• add project guardrails for source-string app tests, scattered legacy bridge assertions, phase-label drift, exact debt inventories, and tracked editor noise
• make app-owned package layout checks capability-based rather than component-list based
