refactor: migrate electrochem apps to owned packages

Scope

• Move the five electrochem apps into app-owned folders and packages while preserving public launch command names.
• Remove the old electrochemWorkflow/private workflow and runner entry points from the app surface.
• Update tests, project guardrails, docs, and MATLAB Project path metadata for the migrated layout.
