This updates the checkout actions which were using old node versions. I also fixed the 404 error happening on release, and the CI attempting to release on every push. The 404 was happening due to duplicate file names, so I wrapped all the artifacts in nicely named zips.
softprops/action-gh-release@v1 does not have any updates for node16 yet. This may need to be changed to another action in the future as it doesn't seem to get very many updates?
