This PR updates Codecov configuration to enforce the 90% patch coverage CKR target.

In our quarterly planning we reviewed our expectations about
test coverage, and as a team we are committing to 90% coverage
on all new code in Typescript projects.

This configuration codifies that goal in our coverage tooling.
