Incorporate archivematica to devenv

As we are shifting to archivematica as a file processor it is going to become increasingly necessary to be able to have a local environment that sets it up. This is not just for to allow testing changes to archivematica itself, but also to test our own features as we develop them.

Equally important is adding lambdas to our local environment, because all communication between Archivematica and the rest of Permanent runs through lambdas.
