Finalizes the Unreleased changelog entries (schema-diff diff-impact CLI, the schema-diff foundation, and the LayerRuleSpec.match false- positive fix) as 0.4.0. Bumps the CI template's default HYPRVALIDATE_VERSION and the README's inline example to match, and packaging/PKGBUILD's pkgver. Tagging and pushing v0.4.0 happens after this merges to main, same as every previous release - a release tag should point at what's actually on main, not a feature-branch commit.
