[BugFix] fix shm opened but not closed in set_data_ipc

Motivation

修复 update/clear 较多轮后，文件描述符数量超出系统上限的问题。

Modifications

在 set_data_ipc 建立映射后 close 掉句柄。

  close(info->shmFd);
  info->shmFd = -1;

另一方面，在启动服务时需要指定 --no-shutdown-comm-group-if-worker-idle
