docs: record v0.27.0 upgrade plan in version table, skip v0.26.0 Update README version upgrade table to record the decision to skip v0.26.0 and go directly to v0.27.0, avoiding a repeat of the cherry-pick exercise from the v0.25.12 upgrade. No TRE changes in this commit. This branch will be used to deploy a dev copy of prod (v0.25.12) as a baseline before v0.27.0 upgrade work begins on a separate branch.
