Replace pom.xml and the Maven wrapper with a Gradle Kotlin DSL build and the Gradle 9.8.1 wrapper. The version now lives in version.txt, which release-please bumps via the simple release type. Dockerfile, CI and Dependabot are switched to Gradle.
The hourly role sync requested members for all guilds at once and ran the blocking sync inside the loadMembers() callback, which JDA executes on the gateway thread. Pending member chunk requests of other guilds were starved and failed with a TimeoutException. Members are now loaded through GuildMemberLoader, which runs one request at a time with a 60s timeout and a single retry on timeout. The scheduler syncs guilds sequentially and /syncall runs on the task executor and reports failures to the user.
