fix: chunk 5 — relay, telemetry and the settings form #134
Description
Part of the fix track (parent issue linked in the sidebar). These items change behaviour on purpose; each final answer was decided on 2026-10-16. The test checklist at the bottom is one session on the DCS computer.
Owners: dcs/relay-rules.ts, dcs/dcs-relay.ts, dcs/sim-telemetry-decoder.ts, config/settings-service.ts + settings-form.ts.

Test (DCS computer)
- Pill tooltip and Overview DCS Link tile show the same endpoint for TCP, Multicast and Unicast
- The gauges show kt/ft/% from the very first frame (idle placeholders in the same units)
- Record is disabled while stopped in both Settings and Connection
- Monitor with no Gateway: no "relay waiting" wording
- Replay with Drive on and no Gateway: the waiting reason shows
- Type a junk port: an error, nothing saved; Enter on a good one saves it
- Import a config with different PSU limits: the fields update
