Merge Risk: 🟡 Moderate · up to Workflows started with an empty case ID may record child tasks under a different case. Task listing may also return nothing when a host's case ID differs from its workflow ID. Both should be resolved before merging this breaking rename. Pre-merge checks |

core names the ID a workflow tree's tasks are grouped by a case ID (workflow.VarCaseID, store.TaskRecord.CaseID): in TNSW the consignment ID, which every flow of the consignment starts with. - caseflow starts every flow with VarCaseID set to the case. - Task authz, read authz, external review, the CHA persist plugin, the consignment's task list and the admin engine status read CaseID. - The task authz gate's ownership lookup is authzgate.CaseOwnership. - Migration 000024 renames task_records_v2.root_workflow_id to case_id. - go.mod pins core at OpenNSW/core#297 (feat/case-id), which also brings core's BATCH_SPLIT input/output mappings (#288) and CORS errors that name settings by their yaml keys, which the config tests expect. An agency starts each injected workflow as its own case, so its tasks' CaseID is the injected taskId, as before. BREAKING CHANGE: migration 000024 renames task_records_v2.root_workflow_id to case_id. go.mod pins a core pseudo-version from OpenNSW/core#297, to be replaced by the merged commit. store’s case_id filter, rather than parentWorkflowID. Align the test store’s
ParentWorkflowID filter with this case-ID contract and add a listing assertion
that returns tasks across two workflows sharing one case ID.

The ID every workflow of a tree carries was named after the top-level
workflow, but it is a grouping key a host may set: a host that runs
several top-level workflows for one real-world matter (a consignment, an
agency case) starts each with the same ID, so their tasks are grouped
together. It is named for that.
- VarRootWorkflowID ("_root_workflow_id") becomes VarCaseID
("_case_id"). A top-level workflow started without one is its own
case, under its own workflow ID, as before.
- TaskPayload.RootWorkflowID and AdminParkPayload.RootWorkflowID become
CaseID; store.TaskRecord.RootWorkflowID becomes CaseID (JSON
"case_id"), stored in column case_id. GetAllTasks lists a case's
tasks.
- Child workflow IDs keep the form "<case ID>--<hash>"; the hash folds
in the parent's workflow ID, so children of two workflows of one case
never collide.
BREAKING CHANGE: hosts set and read VarCaseID / CaseID instead of
VarRootWorkflowID / RootWorkflowID, and must rename the task records'
root_workflow_id column to case_id.

- A top-level workflow started with an empty VarCaseID is its own case, as one started without it is: the check when seeding matches caseID()'s, and the workflow ID is stored so BATCH_SPLIT/PARALLEL_SPLIT children, which copy the variables, carry it rather than falling back to their own workflow IDs. - TaskManager.GetAllTasks takes a case ID, which is what the store filters on, and lists the case's tasks across all its workflows. The in-memory test store filters on CaseID to match, and a store test lists one case's tasks from two workflows. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Summary
Renames the ID that groups a workflow tree's tasks from "root workflow ID" to "case ID". It is a key a host sets: a host that runs several top-level workflows for one real-world matter (a TNSW consignment, an agency case) starts each with the same case ID, so their tasks are grouped together. With none set, a top-level workflow is its own case, as before.

Additional Notes
Hosts must rename the task records'
root_workflow_idcolumn tocase_idand switch toVarCaseID/CaseID. OpenNSW/nsw-srilanka#646 does this, at the top of a stack that runs consignments as cases of several flows (from OpenNSW/nsw-srilanka#642).Backwards compatibility: not handled, by design. core is pre-v1.0, so the rename is a hard break: no deprecated aliases for
VarRootWorkflowID/RootWorkflowID, and running workflows are not migrated. Hosts adapt when they bump.🤖 Generated with Claude Code
