…nvmrc to ensure a map-styles upgrade will work. Also pins osm-community-index at 5.9.3 because the rebuilt image will not run with newer 5.x or 6.x versions

Installs nvm and uses our .nvmrc to ensure a map-styles upgrade will work.
Also pins
osm-community-indexat 5.9.3 because the rebuilt image will not start with newer 5.x or 6.x versions. This will resurface at the next upstream catchup.
