[Windows] Support Ctrl + Win as recording hotkey

On Windows, OpenLess currently does not allow Ctrl + Win to be configured as the recording hotkey.

I have used Ctrl + Win in Typeless for a long time and would like to keep the same shortcut and muscle memory in OpenLess.

Would it be possible to support Ctrl + Win as a recording hotkey?
