Adds the Certificate Registered event to the supported-events reference (table row + section): fires once when a pre-registration reaches
Registeredon both the sync and async paths (not for ordinary issuance); payload carries identity, completion deadline, and the one-time credential; owner is the default recipient; the credential is delivered only via an external notification provider (excluded from internal notifications, event history, and logs), with operator manual-relay as the fallback. Documents the behavior shipped in core#1571 (PR #1796) / interfaces#772.
