Databases are often restored without their filestore, which leaves every exchange record without its file, so exchanges can no longer be inspected, reprocessed or replayed. Keeping the content of the exchange file attachments in the database fixes that at a small cost, since EDI payloads are usually tiny, and the exchange record form now shows that content.
