This PR is a start for developing some comprehensive developer documentation (see issue #300) on the
Metadatainfrastructure. It moves theOSPapadatasets to the developer docs section, by simplifying the implementation and demonstrating how a user can implement a bespoke mooring dataset in their code base or scripts by leveraging NumericalEarth's infrastructure.
