How it's work ? where should i use this code ?

I want to create an SA-MP launcher application like [this](https://play.google.com/store/apps/details?id=ru.unisamp_mobile.launcher&hl=en&gl=US) 
I used Android Studio to create it but I'm wondering how this application run GTA-san and open the server.
