Housekeeping controller evidence pack

This draft PR adds the conservative July 2026 housekeeping reports for Lab and Experimental-Sandbox. It does not merge, close, delete, promote, change settings, install Hermes, or alter frozen evidence.

Included:

• baseline commits and verification results
• relevant PR adjudication matrix
• full cached-ref branch inventory with deletion candidates
• adversarial promotion-gate, board, owner-gate, privacy-stack, and Hermes reviews
• separate operator decision cards
• machine-readable receipt
• any-AI handoff

Important baseline limitations:

• Lab doctor passes, but the full 190-test suite and nexus verify are blocked by missing @noble/ed25519 in the isolated worktree.
• GitHub check contexts and branch protections were UNABLE_TO_VERIFY through the available read-only surfaces.
• No merge, close, deletion, settings change, direct main push, Sandbox promotion, or Hermes execution was performed.
