docs: apply the Metis design system - #1

Add the tetradrachm mark and the METIS / component header to the README, align the badges with the design-system palette, and ship the brand kit under docs/brand (mark, lockups, favicon, tokens, social preview). The mark is drawn from Bodoni's M rather than a live U+039C: Bodoni Moda ships no Greek mu, so the kit's own SVGs fall back to Georgia and lose the high-contrast strokes the type spec describes. Greek capital mu and Latin M are the same letterform; the sizes are corrected so the cap height is unchanged. Every SVG here is outlined, so it renders without the webfonts.
CI installs the dev extra unpinned. ruff 0.16.0 landed on 2026-07-23 and added rules that fire on code this repo already had: 41 findings across 24 files that nobody touched, in a branch whose diff is a README and some images. Checked against this tree: ruff 0.15.21, the newest release when CI was last green on main, reports "All checks passed"; 0.16.0 reports 41 errors. Capping restores the gate. Lift the bound together with a pass over the new findings.

#14181A; technology badges keep their own brand colour because they are citations; project metadata takes Slate#5C6567. The licence badges were red, which is a verdict colour the system reserves for a fired stop rule, so they are neutral now.
