Remove the C++-only cuml::genetic namespace and its symbolic regression, classification, and feature-transformation implementation.
The namespace was introduced in #3387 as the foundation for GPU-accelerated genetic programming requested in #2121, then expanded into a C++ implementation in #3638. The intended Python interface was tracked in #4019, but it was never implemented and that issue has had no substantive activity since 2021. As a result, the work never became a supported cuML estimator and remains isolated to internal C++ code, tests, and a standalone example.
Keeping it adds maintenance and documentation cost without a user-facing API or evidence of active development. The recent documentation failure in #8674 is one example of that cost.
