P2-002: translations + root README snapshot they render - #23

Conversation
Machine-assisted community translation drafts per NTARI Policy P2-002, pending regional maintainer review. The updated English README is the 2026-07-29 snapshot the seven translations were rendered from (JFA coordinator framing, CONFORMANCE.md reference); committing them together keeps root and renderings at the same commit epoch. The English root remains the sole source of truth (P2-002 §2.2). Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> Signed-off-by: Jodson Graves <info@ntari.org>

Seven machine-assisted community translation drafts per NTARI Policy P2-002, plus the updated English README (2026-07-29 snapshot, JFA coordinator framing referencing CONFORMANCE.md) that the translations were rendered from — committed together so root and renderings share a commit epoch. Pending regional maintainer review; the English root remains the sole source of truth (§2.2).
