Adds machine-assisted community-tier translations of README.md in the seven P2-002 §1.1 portfolio languages — Spanish, Hindi, Chinese, Portuguese, Arabic, French, Toki Pona — following the <basename>.<lang>.md convention already used across the NTARI-RAND repos.

Each file carries the provenance header required for community-tier translation under P2-002 §2.3, naming the English source and its snapshot date, and stating that the English original governs in case of conflict. Regional maintainer review per §3.1 promotes them in place.

Also lands the English README rewrite the translations were generated from. The description is realigned to SoHoLINK's declared coordinator role rather than a standalone marketplace pitch. Shipping the translations alone would have published seven documents describing a role the repository no longer claims.

Brings SoHoLINK level with the sibling i18n PRs: Cloudy #17, sohocloud-protocol #7, lighthouse #2, shanina #2, LBTAS #11, Agrinet #144.
