Two further commits on this branch, both about the record layer's frontend tier.

The tier now says what it is. It is the buying and selling of record storage across the substrate. The old sentence — compensated compute/record service provided by prosumers on the substrate layer E&I — never said that, and expanding the abbreviation made its missing grammar obvious.

That required moving a registered anchor. REC-witness-work quoted the old wording verbatim, so D4 would have failed on any rewrite:
