Closing as part of clearing the conflicted Dependabot queue — this PR is CONFLICTING against main after #153 rewrote frontend/chat-ui/package-lock.json.

Note this one is not superseded by #162 or #163: browserslist has no open security advisory, and #163 leaves it at 4.28.8. This was a routine maintenance bump, so nothing security-relevant is lost, but Dependabot will not re-propose 4.28.9 specifically. It will pick browserslist up again at the next release.
