Previously virtual flowpath subsetting wasn't returning all VFPs and nexuses. This fixes that

Using gage 01105933, I compared the updated geopackage to the current geopackage and the new one has 2 additional virtual flowpaths and virtual nexuses. These additional features match those in the full unsubsetted nhf. |
