Track session history metadata and expose Router query endpoint

Summary

• track session lifecycle metadata within SessionMap and persist session history entries
• add HTTP handlers for querying session history, including a Router endpoint that filters by id, reason, and timestamps
• update SessionMap implementations and tests to capture close reasons and verify metadata reporting

Testing

• bazel test //java/test/org/openqa/selenium/grid/sessionmap:sessionmap-test (fails: Bazel failed to complete the build in this environment)
