fix(brain): route dead executors to live kasra + fix hermes path - #223

- TMUX_AGENTS = {kasra} only (mumega/codex/spai have no tmux sessions)
- NO_LIVE_EXECUTOR = {dandan, sol, mumega, codex, spai} -> kasra
- architecture/plan/design keyword: athena-tmux (dead) -> kasra
- hermes default path -> hermes-agent venv binary (was missing ~/.hermes/bin/hermes)
- escalate_to_tmux tool description: drop athena (daemon-only)
- remove dead OPENCLAW_AGENTS set
Part 1 of brain->prime absorption (River gate). Escalation-sink re-route
(brain -> river triage) is a separate step pending stream-contract sign-off.

The brain currently ranks/classifies then hands off to execution targets that don't exist, so work either fails ("tmux:X busy or not available") or stalls silently. Same class as the dandan/sol silent-stall fixed in #222.
Scope / not in this PR
This is Part 1 of the brain→prime absorption (River gate, Hadi directive 2026-08-15). The escalation-sink re-route (brain → river triage instead of kasra) is a separate step pending stream-contract sign-off with Loom.
Test
python3 -m py_compile sovereign/loop.pyclean. No automated test covers this routing function (pre-existing gap, noted).
