Runner needs .is_compatible_with_mangohud and .needs_mangohud_dlsym fields

True and False by default respectively. Not everything needs MANGOHUD_DLSYM (also we really should just use the --dlsym argument), and also some things might not work at all? (I should unbreak things on my end before I say anything for sure though)
