Follow-up to #44. The region Dropdown was pinned

left-below-mdalignment to Dropdown (left-0 md:left-auto md:right-0) and uses it for the region picker: left-anchored on the phone second row, right-anchored on desktop as before. Tests cover the Dropdown class mapping and the region picker in AppShell.
