With this change if the user is missing a dependency, a system notification will be sent informing them and providing a link to the docs. This provides a much better user experience rather than the current situation where the runner simply fails silently.

Implement a notification system to inform users when required dependencies are missing, enhancing the user experience. Update the version to reflect these changes.
