Version bump + changelog for 0.3.0. Everything else is already on main (CI ✅, 89 tests).

What 0.3.0 carries

  • Format 1.1.0 — manifest specURL, coverage {from,to}, scopes[], bundleDigest (sha256 of CHECKSUMS; validator-verified). 1.0 bundles remain valid.
  • mem inspect prints spec / coverage / scopes / digest.
  • Cross-SDK format-1.1 fixture (sample-1.1.mem) + hardening tests (evidence-pack digest, incremental scopes, forward compatibility, property tests, CLI).
  • Spec v1.1 and RFC-0001/0002/0003 opened for comment (target format 1.2).

Changes here

pyproject.toml + portable_memory/__init__.py: 0.2.0 → 0.3.0 (test-enforced to match) · CHANGELOG.md: [Unreleased] → [0.3.0] - 2026-09-14 with a Specification section; compare links.

Verified locally

pytest 89 passed · python -m build + twine check PASSED · clean-venv wheel: mem --version → portable-memory 0.3.0, mem inspect shows the 1.1 fields.

After merge

Tag 0.3.0 → publish the GitHub release → trusted publishing puts it on PyPI (proven on 0.1.2 and 0.2.0). Pairs with the Swift PR.
