NOAA Tides and Currents API Tests are Failing

Tests access this endpoint:

https://api.tidesandcurrents.noaa.gov/api/prod/datagetter?begin_date=20180101&end_date=20180102&station=s08010&product=currents&units=metric&time_zone=gmt&application=web_services&format=xml

Which returns a 504:

Tests: Disable NOAA tidal api calls because endpoint is returning 504

This issue appears to intermittent. Access to the above url is working this morning and the tests in #449 passed. We should monitor this and see if the issue persists and if it does not we can close this issue.

Just checked the same url and do not get any more 504 or other server errors from this API.

Closing as not an issue anymore
