Summary
Establishes a community-facing foundation for

CONTRIBUTING.mdCODE_OF_CONDUCT.mdSECURITY.mdSUPPORT.mdIdeasandQ&Adocs/wiki/Repository settings still required
The repository currently has both Discussions and Wiki disabled. The available GitHub connector does not expose repository feature-toggle mutations, so these settings must be enabled in Settings → General → Features after/around merging this PR:
After Discussions is enabled, keep/create the standard Ideas (
ideas) and Q&A (q-a) categories so the committed category forms bind to them. After Wiki is enabled, publish the initial pages from
docs/wiki/into the GitHub Wiki. The repository copies can remain the reviewable source of truth.Validation
This change is documentation/YAML-only and does not alter the plugin payload. GitHub's documented paths and form conventions are used for Issue and Discussion templates.
