Remove cross-chapter and story prerequisites from the certification,
Undercurrent, and Atlas side chapters so each line stands alone. The
four capstones (Cross-Mod I, Infrastructure II, Resonance Proof, and
Corrupted Guardians) keep their multi-line gates by design, and the
Deep Vault chain stays linear because it is one mod.

Add a free Briefing starter quest to every per-mod side chapter: a
checkmark task that costs nothing and hands over the mod guide book
where one exists (Ars Nouveau notebook, Occultism dictionary, Malum
encyclopedia, IE manual, AE2 guide, PneumaticCraft handbook, Powah
book) or one requisition chit otherwise. Field manual starters are
compiler-managed; legacy chapters carry hand-authored starters.

Update the pinned legacy overlay outside-span digests for the six
edited certification chapters and the localization manifest, extend
the acquisition fixture with eight manual_check briefing nodes, and
raise the fixture node lock to 89.

The certification, Undercurrent 01-03, and Atlas 01-03 chapters are
compiler-managed, so the dependency removals and Briefing starters now
live in the catalog specs instead of hand-edited SNBT. Revert the hand
edits to those twelve chapters, keep the three genuinely unmanaged
starters (Anomalous Readings, The Deep Vault, Expedition Log), and
remove the orphaned localization blocks.

Add a _briefing_quest helper and starter support to
_linear_item_chapter, drop the Kinetics gate from Logistics I, the
story and logistics gates from Ore Loop I, Autocrafting I, Power I,
and the story gates from the Mid and Late Requisition Depots. The
capstones keep their multi-line gates.

Raise the acquisition fixture lock to 89 nodes with 18 manual checks,
refresh the packwiz index, and update the quest test count locks,
manual layout expectations, and briefing checkmark fixtures.

Power I is self contained, the Undercurrent chapters open with free
briefings instead of the Ars gate, the Deep Vault opener follows its
briefing, and the side group shape reflects the six new briefing
quests.

Promote the compiler output for the freed side quest lines: 46 managed
chapters rewritten with Briefing starters and removed cross-line gates,
regenerated quest item and acquisition audits, compiler-managed
localization, and a refreshed packwiz index.

Static validation reports 55 chapters, 413 quests, 454 tasks, and 545
rewards.

Rephrase the RC2 Compose secret evidence line so the credential
scanner no longer reads it as an assignment, and update the pinned
Seal source corpus digest for the regenerated quest audits.

The manual roots test now expects the free briefing ahead of each
explicit root, and the nuclear systems briefing checkmark uses its
task id rather than its quest id.

Revert the four non-generalized common commodity task item spans to
their frozen old items so this commit can serve as the immutable
compatibility baseline source and legacy overlay digest base. The next
commit regenerates the smart filters through the standard build.

Re-pin the compatibility source, overlay digest base, commodity
baseline binding, and Seal corpus digest to the rebased snapshot
commit, regenerate the baseline fixture and audits from it, and update
the overlay reconstruction tests: only the managed order chapters, the
commodity chapter, and the regenerated item audit differ from the
snapshot base, quest_links spans arrive populated, and the pinned
localization digests moved with the corpus.

The story audit keeps its revised classification and replacement prose
but its baseline view now matches the snapshot corpus, so revised
records carry the replacement text as their current prose. Re-pin the
audit digest and source commit, update the acquisition manifest and
proof digest literals for the 89-node fixture, and exclude baked quest
links when collecting frozen identities in the route collision test.

Ledger events MEM-2026-08-25-060 through 064 record the verified side
quest independence work, the accepted design scope, the snapshot
re-pin procedure, the credential scanner fix, and the Windows and WSL
environment resolution. The handoff gains the branch section with the
exact local gate evidence.

FTB Quests parses a bare ampersand as a formatting prefix and rendered
the Field Manuals and Certifications group header as an invalid
formatting error. The group title now escapes the ampersand in both
the compiler group spec and the legacy localization overlay, and the
affected test literals track the escaped form.

Add three quality of life mods with their libraries (Bookshelf,
Prickle, Puzzles Lib), all side both so single player installs keep
the gameplay behavior. Leaves Be Gone stands in for FastLeafDecay,
which has no NeoForge Modrinth build. Building Gadgets 2 is CurseForge
only and stays out pending a distribution decision.

Rebuild the server mod manifest lock at 165 entries and raise the
client inventory pins to 163. VERIFY: ALL GREEN on all 176 mods.

The Power Draw Forge Energy task omitted max_input, which FTB Quests
2101.1.30 reads as zero, so the task could never accept energy
(MEM-2026-08-13-059). The task now accepts up to 100,000 FE per
transfer. The description explains the Task Screen delivery mechanic
instead of implying passive detection, and both certification energy
quests name the mechanic as well. A regression requires a positive
max_input on every Forge Energy task in the corpus.

Malum 1.8.2 crashes its JEI plugin while scanning recipes to hide,
which aborts JEI runtime setup and breaks recipe lookups and whole
categories pack wide; no newer Malum exists, so the shipped config now
disables Malum recipe hiding. Update JEI to 19.44.0.405 and rebuild
the server mod manifest lock.

AlmostUnified rewrote Create pressing output to the Immersive
Engineering iron plate, leaving create:iron_sheet unobtainable while
two certification quests and the Gate core recipe require it. The
unifier now ignores create:iron_sheet, so the press produces real
Iron Sheets again while every tag driven recipe keeps accepting any
iron plate.
