Summary

Bump solana-address-lookup-table-interface to 3.2 and rust-version to 1.97.1 for Agave 4.3 compatibility

Reasoning

litesvm 0.17.0 can't be used in the same project as the Agave 4.3 RPC client
(solana-rpc-client, solana-client, anchor-client).

Currently:

• litesvm pins solana-address-lookup-table-interface = "~3.1.0" (3.1.x only)
• solana-account-decoder 4.3.0, which solana-rpc-client 4.3.0 always pulls in,
  needs ^3.2.0

No version satisfies both, so any project that uses litesvm for tests and the
RPC client for anything else breaks.

The 3.1 pin could be a leftover from the Agave 4.3 bump

rust-version is raised to 1.97.1 because the Agave 4.3 crates require it

This PR is required for anchor-v2 bump to Agave 4.3 and LiteSVM 0.17

@Aursen Thanks for merging this! Would it be possible to look into getting this out in a point release soon? We're going to be cutting Anchor v2.rc2 shortly and it would be great if we could make the described updates in Anchor
