Summary

Refresh Cargo dependencies to the latest stable releases compatible with Grab's declared dependency constraints and GNOME 51 build environment.

• Bump the Tokio constraint and lockfile from 1.53.3 to 1.54.1.
• Update the yt-dlp Rust wrapper to 2.9.1.
• Update the Deno ZIP reader dependency from zip 8.6.0 to 9.1.2.
• Refresh the exact-pinned public suffix list from psl 2.1.228 to 2.1.241.
• Update the remaining compatible transitive crates in Cargo.lock.
• Regenerate build-aux/cargo-sources.json from the updated lockfile for offline Flatpak builds.

Verification

• Cargo's dependency resolver completed successfully.
• cargo metadata --locked --format-version 1 passed.
• python3 build-aux/gen-cargo-sources.py regenerated the Flatpak source manifest.
• The updater workflow ran successfully and removed itself from this branch.
• The lockfile contains no prerelease/nightly package versions.

Full project CI (formatting, Clippy, Rust tests, GTK UI tests, audit, structure and vendor-sync) will run for this PR.

Fixed the CI compilation failure in commit 93e8e82. zip 9.1.2 makes ZipFile::name() fallible; extract_deno_archive now handles that error and compares the decoded name with deno, preserving the existing file-type and symlink checks.

Verification: CI run 40360606705 passed all jobs: fmt, Clippy, Rust tests (including required gallery-dl integration tests), Xvfb UI tests, audit, structure, and vendor-sync. PR remains open and unmerged.
