perf(moonep): complete Combine V2 performance audit

Summary

• add a managed MindSpeed model runner and node launcher with reusable cached configuration
• wait for complete Combine V2 inputs before reduction and document the performance audit findings
• disable Dispatch diagnostics by default while retaining explicit opt-in diagnostics

Validation

• patch validated in another environment, as reported by the submitter
• git diff --check origin/main...HEAD

Per request, no build or test suite was run again in this workspace. Hardware and performance validation claims remain scoped to the environment where the patch was tested.
