feat(moonep): fuse dispatch payload epoch

Summary

• fuse paired Hidden and RouteWeight dispatch payloads into one magic, one AICore launch, and one UDMA epoch
• extend layout, launch ABI, WQE accounting, completion, credit, CQ reclaim, and profiling contracts for the fused path
• add focused host/kernel/source diagnostics and document the fused-epoch validation boundaries

Validation

• patch validated in another environment, as reported by the submitter
• git diff --check origin/main...HEAD

Per request, no build or test suite was run again in this workspace. Hardware and performance validation claims remain scoped to the environment where the patch was tested.
