feat: add single-launch MoonEP Combine V1

Summary

• replace the split-phase MoonEP Combine V1 memory path with a single registered-kernel launch
• share transport-independent scheduling between Combine V1 and V2 while preserving the default Combine V2 flow
• update the public/runtime compatibility contract, memory layout, host launch path, and focused coverage

Validation

• patch validated in another environment, as reported by the submitter
• git diff --check origin/main...HEAD

Per request, no build or test suite was run again in this workspace. Hardware validation claims remain scoped to the environment where the patch was tested.
