📖 Description

Refreshes the squad and agent rules from Squad-Spec-Repository-Template (commit daa6b39, profile dotnet), which moves the shared rules out of CLAUDE.md into a new AGENTS.md that every AI coding agent reads. CLAUDE.md now only imports AGENTS.md, .github/copilot-instructions.md mirrors it, and the squad agents, skills, routing.md, team.md, config-check.py and scope-check.py follow the new layout. All project blocks moved over unchanged. References that pointed at CLAUDE.md as the rules file (docs/ARCHITECTURE.md, docs/UNIT_TESTS.md, .squad/project.md) now point at AGENTS.md, and AGENTS.md was added to the solution items in DockerUpdateGuard.slnx. Nothing was deleted, no seeds were skipped, and there are no new dependencies.

This is a squad-maintenance change, so scope-check.py reports the managed files, as it does for every refresh. The docs/UNIT_TESTS.md naming sentence now points at the test-layout section of that file, where the split test-class rule is actually written.
