Gate F4 — Release assurance (nonpublishing first increment)

  • Add a manual-only, main-only release candidate workflow requiring explicit commit, version and confirmation. It uses read-only source checkout, pinned GitHub Actions, scoped attestation permissions, an exact .crate artifact digest and 30-day retained candidate outputs.
  • Enforce active ruleset #24680955 with strict five distinct Linux/Windows/MSRV/supply-chain statuses and signed/squash/review protections. Require the newest exact-commit GitHub Actions check run for each context; stop if any are missing or failing.
  • Build bounded offline package from FOSS-454 clean-room verifier, Cargo.lock-derived SPDX 2.3 SBOM and unsigned local in-toto metadata. A separately pinned GitHub attestation action signs the crate subject on an eligible manual workflow run.
  • Add versioned candidate-only release notes, process and publication-hold documentation, and negative regression tests for governance bypass, forged checks, changed workflow triggers/actions, SPDX checksum input.

Important limits

The crate retains publish = false; no workflow receives a crates.io token or publishes packages. SBOM license fields are initially NOASSERTION and require cargo-deny/human review. The unsigned metadata does not claim signature. Actual registry release needs separate explicit approval, protected publishing environment/credentials, ruleset FOSS-509 correction, exact-head green qualification and a new reviewed publish enablement change.

Draft unqualified: Based on last merged main from FOSS-453. FOSS-454 must merge first; reconcile onto it and re-run all five jobs. Do not merge until CI/review is complete. The candidate workflow will intentionally fail closed until live governance is updated.

Summary by CodeRabbit

    • Added a 0.1.0 candidate changelog entry outlining current capabilities and limitations.
  • Tests
    • Expanded automated checks for release-candidate validation and included them in CI.

📝 Walkthrough

This change adds a nonpublishing release-candidate process. It validates source and branch gates, generates an SBOM and provenance, and uses a manual workflow to attest and upload candidate evidence. Tests run in CI, and documentation describes the workflow’s prerequisites and limitations.

Changes: Release-candidate evidence

Layer / File(s) Summary
Validate source and release gates
scripts/release_candidate.py, scripts/test_release_candidate.py
The script checks candidate inputs, workflow configuration, ruleset protections, and exact-commit check runs. Tests cover valid fixtures and rejection of invalid or incomplete gates.
Generate candidate evidence
scripts/release_candidate.py, scripts/test_release_candidate.py
The script generates an SPDX SBOM and unsigned SLSA-shaped provenance, packages the candidate files, and reports hashes. Tests check provenance, digests, and deterministic SBOM output.
Run and document candidate preparation
.github/workflows/release-candidate.yml, .github/workflows/ci.yml, README.md, docs/RELEASE_ASSURANCE.md, CHANGELOG.md
The manual workflow validates and packages a candidate, attests the crate, and uploads evidence without publishing. CI runs the candidate tests. The README, release procedure, and changelog describe prerequisites, candidate status, and limitations.

The release-candidate workflow runs dependency build code in a job that can also sign attestations, so a compromised dependency could produce a trusted-looking attestation without passing the release gates. Split attestation into a separate job before merging. The SBOM's download locations for registry crates may also fail strict SPDX validation, which is a smaller issue.

@codex review

Security-focused review request for FOSS-456: verify the manually authorized, main-only candidate workflow; fail-closed ruleset and exact-commit check runs; integrity of SPDX/provenance/attestation metadata; and preservation of publish = false with zero registry publishing capability. Report blockers without treating a candidate as an authorized release.

…nor newest exact-head checks and SLSA v1 materials (FOSS-456)

Fail closed on absent governance metadata, truncated check run enumeration and newer pending/failed checks. Use canonical resolvedDependencies for unsigned provenance and add adversarial regressions/documentation.

FOSS-456 release-candidate security review follow-up (head 531e03327bd7d76e15cc4e079f858b7cd4c9147e):

  1. Main ruleset targeting (P1): Require target=branch, explicit conditions.ref_name.include containing refs/heads/main, and an explicitly empty exclusion list. Missing scope fails closed.
  2. Hidden bypass actors (P1): Reject absent/unknown bypass_actors metadata rather than interpreting it as empty. A read-only token without bypass visibility intentionally cannot qualify a release candidate.
  3. Latest check run (P1): Enumerate bounded paginated exact-commit check runs, verify official github-actions app plus exact head SHA and repository job URL, select the greatest check-run ID (not finish timestamp), and require completed success. Older successes cannot override newer failed/queued runs.
  4. SLSA v1 predicate (P2): Move lockfile and golden-fixture material digests into buildDefinition.resolvedDependencies resource descriptors, remove the nonstandard predicate materials field, and leave unsigned local metadata clearly separate from the GitHub attestation step.

New negative tests cover missing targeting/bypass visibility, check run ID and origin spoofing, pagination gaps, newer pending/failure, and schema-conformant source-material descriptors. The nonpublishing guard and publish=false remain unchanged.

Release gate remains closed: active GitHub ruleset #24680955 still requires only Rust checks rather than five independent jobs (FOSS-509). This PR implements fail-closed candidate controls only. No crates.io release is attempted or authorized. Exact-head CI is being rerun; review threads will be resolved only after validation.

@codex review

Please re-review exact head 531e03327bd7d76e15cc4e079f858b7cd4c9147e for the four prior security findings and any regression: ruleset explicitly protecting main and proving bypass actor visibility; check-run selection by monotonic official job ID including pending and pagination cases; SLSA v1 resolvedDependencies; workflow nonpublishing and exact-sha gates. Confirm the amended tests cannot mask newer failed/queued check runs. Five-job CI is still finishing; no crates.io publication is authorized.

FOSS-456 review follow-up at 95b79ce220eb9d9735ed620c2a42559cd746309f:

P1 check-run query: exact-commit pagination now explicitly requests filter=all, preventing GitHub's default latest filter from removing newer queued/failed jobs before highest check-run-ID validation. Added a mocked two-page API regression and truncation denial.
P2 administrative bypass visibility: an isolated governance job now mints an ephemeral, repo-scoped GitHub App installation token (pinned actions/create-github-app-token v2.2.0) with Administration(write), solely to perform a ruleset GET that exposes bypass_actors; this token is not available to package/dependency execution or OIDC attestation. Missing App variables/secrets fails closed.
P2 SLSA TypeURI: local unsigned SLSA predicate builder ID is now a stable URI naming this versioned manual workflow.
P2 reproduction: docs now use python3 -m unittest discover -s scripts -p "test_release_candidate.py" -v.

Three-job trust separation: governance (admin token, no Cargo), candidate (read-only, no OIDC, depends on governance), and attest (OIDC, depends on candidate, re-verifies exact .crate SHA and unsigned statement subject). SPDX registry locations are normalized to valid URLs. Read-only CI and publish=false remain unchanged.

Exact-head CI #39845960640 currently has Linux Rust, supply chain and MSRV green; Windows remains pending. The live main ruleset still lacks four independent required checks (FOSS-509). The candidate must fail closed until an admin fixes that and provisions the audit App; no registry publication is authorized.
