A tiny ASP.NET Core (net8.0) Web API test service for the cicd-bootstrap CD agent.

- CI (
.github/workflows/ci.yml): builds, tests, and publishes a container image to GHCR asghcr.io/<owner>/<repo>:<commit-sha>. - No CD — on purpose. There is no
.harness/deploy.yamland nonotify-harness.yml. Point the cicd-bootstrap CD agent at this repo's URL and it provisions the Harness CD pipeline, opens the PR, and deploys the image CI built.
The Dockerfile runs DotnetService.dll on port 8080, so a successful CD
deploy serves a real response at http://localhost:8080/greeting?name=Bob
